Nossaman Elevates Two to Partner in California

Los Angeles, CA – We are pleased to announce that David Miller and Youju Min have been elevated to Partnership in the Firm.

David Miller assists clients on a variety of complex land use and environment related matters, including matters dealing with the National Environmental Policy Act, Section 4(f) of the Department of Transportation Act and the National Historic Preservation Act. He also counsels clients on the California Environmental Quality Act, the California Planning and Zoning Law, the California Subdivision Map Act, the California Coastal Act, and the Federal and State Constitutions. He represents landowners, resource developers and public agencies on matters involving federal and state permitting issues, local zoning issues, and environmental planning and litigation. He holds a J.D. from Georgetown University Law Center.

Youju Min is an experienced infrastructure finance and development lawyer specializing in public-private partnerships and has worked in five major cities globally representing developers, sponsors, lenders, underwriters and government agencies in award-winning infrastructure projects across the world. Youju has represented P3 clients from the RFI stage throughout commercial close and financial close in large complex P3 projects. She has also worked with leading P3 financial advisors in devising innovative financing and securitization structures for P3 projects. She holds a J.D. from the University of Texas School of Law.
