Nossaman Congratulates the City of Los Angeles on Commercial Close and Breaking Ground on Convention Center Expansion
We congratulate the City of Los Angeles on reaching commercial close on September 30, 2025, and breaking ground on the Los Angeles Convention Center Renovation and Expansion the following day. The expansion is a multi-year, $2.6 billion project that will connect the convention center’s West Hall and South Hall over Pico Boulevard and add 190,000 square feet of exhibit hall space and expand meeting room and multi-service room space. The design-build project will be delivered in phases, with the first phase scheduled to be completed prior to the 2028 Olympic and Paralympic Games and the balance after the Olympics. In addition, the project is anticipated to create more than 15,000 jobs, generate $652M in tax revenue and bring in $150M in additional visitor spending each year to the City while transforming the Convention Center into a top global destination for conventions and events.
“The expansion of the LA Convention Center is critical to our effort to revitalize the Downtown area, create new economic opportunities and send a message to the world that LA is ready to compete and win on the global stage,” said Mayor Karen Bass. “I want to thank the City Council for taking the bold action needed to initiate this project, and I also want to acknowledge our labor leaders for their partnership as well. I look forward to working with all of our partners to deliver this expansion on-time and in a fiscally responsible manner.”
Plenary Americas will serve as development partner on the project, with a joint venture between PCL Construction and Webcor serving as design-builder and Populous serving as lead designer.
A Nossaman team, led by Yukiko Kojima, serves as lead outside counsel to the City on the project.
