Overview
Cameron Neubauer represents public agency clients with a primary focus on complex infrastructure projects, drawing on a strong foundation in commercial real estate to inform his work. He handles all transactional aspects of infrastructure development, including contract drafting, negotiations, procurement and financing. Cameron’s practice encompasses advising clients on large scale infrastructure projects, including alternative and design-build delivery methods – from planning through completion.
Prior to concentrating on infrastructure, Cameron’s practice centered on commercial real estate and development in the private sector, where he represented a variety of clients in commercial real estate transactions, development and construction projects and project financing. This background provides practical, market-informed insight that enhances his infrastructure work.
Cameron also brings prior litigation experience in the construction, architecture, engineering and transportation industries, including disputes involving construction, business and real estate matters. He has served as pre-litigation counsel and represented clients in mediations, arbitrations and hearings. Additionally, Cameron also has experience advising individuals and entities on corporate formation and compliance.

Transbay Joint Powers Authority (TJPA) – The Portal/Downtown Rail Extension Project. Key member of the legal team advising TJPA on the procurement and delivery of the multimodal six-level transit hub, the Salesforce Transit Center, including an underground train station and rail extension in downtown San Francisco to connect to eleven transit systems, anticipated to be $8 billion. Assisting lead attorneys with procurement phase and advising TJPA on delivery strategies of complex underground rail project in a dense and high-risk environment utilizing progressive-design-build and construction-manager-at-risk delivery model.
San Francisco Municipal Transportation Agency (SFMTA) – Potrero Yards Modernization. Member of the legal team advising SFMTA on the procurement of a modern bus maintenance and storage facility equipped to serve the projected future needs of SFMTA’s new battery electric bus fleet, together with a mixed residential and commercial development at the 4.4 acre project site. Assisted lead attorneys with procurement phase and delivery of this $700 million design-build finance project.
Sites Project Authority – Sites Reservoir Project. Member of the legal team advising Sites Project Authority on a multi-benefit water storage project that create water access to Sacramento Valley and Northern California communities, farms, and environment during dry periods, anticipated to be $5 billion. Assisted lead attorneys with cooperative, funding and project delivery agreements.
Santa Clara Valley Water District (SCVWD) – Anderson Dam Seismic Retrofit Project. Member of the legal team advising SCVWD on procurement and development of dam retrofit project. Assisted lead attorneys as needed with the procurement phase and delivery of project as a whole.
